National Biogas Implementation

Introduction:

Building biogas facilities at palm oil mills across the country has been identified as one of the key Entry Point Projects (EPP) under National Key Economic Areas (NKEA) in 2010 i.e. EPP 5. To facilitate biogas implementation, the MPOB NKEA Working Group (WG) on Biogas led by Director-General of MPOB (Datuk Dr. Choo Yuen May) was established on 12th August 2010 as follows:

Terms of Reference :

  • To plan, implement, monitor and review the programme on biogas implementation in palm oil mills.

  • To identify the issues and challenges and to formulate and propose action plans for implementation  of the project

  • To promote the utilization of biogas for renewable energy (RE)(link to EPP 5 brochure)

  • To coordinate and facilitate the procedure and application of RE developers for biogas implementation.

  • Other matters that may be required by the NKEA Steering Committee from time to time 

The aim of EPP5 is to have all the palm oil mills to equip with biogas capture or methane avoidance facilities by 2020. The industry has thus far recorded an encouraging private initiative on biogas capture and utilisation. In paving the way forward to promote nationwide biogas implementation, it has mandated that new mills and all existing mills which apply for throughput expansion to install full biogas capture or methane avoidance facilities effective 1 January 2014.
